Katrina and the Fires of 2007
Here are some things I wonder about:
1) Why did the evacuations for the fires go so much more smoothly than for Katrina? More people were forced to evacuate this time.
2) Why did the government respond more effectively this time? Was it learning from the mistakes of the past, or was it more effective leadership in CA than in LA?
3) How much of the local culture shapes the evacuation process? This is a very sensitive question, so I'll leave it at that.

A major reason why the evacuations went a lot smoother, is that most people had a friend, hotel or family member somewhere else in the city they could go stay with. There was no huge storm causing you to go far away from your home, just 5-10 miles away. (I was directly inbetween the two largest fires, and knew a LOT of people evacuated) however all of them had friends or family to stay with. Also the evacuations were done over a course of several days.
